  4. Click on the legislative Bill you wish to contact your legislative representative on
  5. You can add additional messaging about why this Bill means so much to you and your peers. It’s your choice, or you can leave it blank and accept the written reasons below that are already populated for you.

SPAC- Supervisors Political Action Committee

In 1978, the NAPS Executive Board established the Supervisors Political Action Committee (SPAC) as the legislative fundraising arm of the organization.  Since them SPAC, has raised millions of dollars to aid political candidates who support NAPS' legislative priorities.  Only NAPS regular, associates  or auxiliary members are eligible to donate to SPAC.  Members can donate online, through payroll deductions, or by sending a check or money order to NAPS Headquarters.

HR 3076

 Relentless legislative advocacy, resulting in President Biden affixing his signature to H.R. 3076, the Postal Reform Act H.R. 3076- is now, Public Law 117-108 (04/06/2022). 

This bill addresses the finances and operations of the U.S. Postal Service (USPS).
-Bill requires the OPM to establish the Postal Service Health Benefits Program within the Federal Employees Health Benefits Program under which OPM may contract with carriers to offer health benefits plans for USPS employees and retirees.
-Provides for coordinated enrollment of retirees under this program and Medicare.
-Repeals the requirement that the USPS annually prepay future retirement health benefits.
   Additionally, the USPS may establish a program to enter into agreements with an agency of any state, local or tribal government, and with other government agencies, to provide certain non-postal products and services that reasonably contribute to the costs of the USPS and meet other specified criteria.
-USPS must develop and maintain a publicly available dashboard to track service performance and must report regularly on its operations and financial condition.
-The Postal Regulatory Commission (PRC) must annually submit to the USPS a budget of its expenses. It must also conduct a study to identify the causes and effects of postal inefficiencies relating to flats (e.g., large envelopes). -The USPS OIG shall perform oversight of the Postal Regulatory Commission.
